Sewer Maintenance Worker Ron Huebner was cleaning the sewer system with a a jet machine when blood started spewing all over him. Unfortunately, Huebner wasn't prepared for this onslaught because his immediate superiors did not know that the building nearby was actually releasing the blood into the sewers.

The company responsible for all the red stuff, R & D systems, does medical testing and dumps the blood that was used for the experiments into the sewer. They have previously acquired a permit to do this, even before the incident with Huebner. The city is now  implementing changes to ensure that the workers who will have to clean the sewers will be better protected.

They will now be requiring more safety gear for the workers. In addition, the permit will be revised, and will now require the city to inform the lab whenever they will be cleaning the sewer. Once informed, the lab has to stop dumping blood until the workers are done cleaning up.

Permits have been secured by four slaughterhouses, 20 hospitals, and various medical and pharmaceutical companies which allow them to dump blood into the sewers. Some may find this unhygienic, but the Metropolitan council believes that it is no more harmful than most other wastes in the sewer.
